Kentucky State Report Card 2008-2009

The Federal No Child Left Behind Act (NCLB) requires states to prepare and make public state report cards containing the most recent information available on assessment, accountability, teacher quality and performance on the National Assessment of Education Progress (NAEP) at the state level. Whenever possible this information is to be disaggregated in terms of gender, major racial and ethnic groups, students with disabilities, students with limited English proficiency, students  considered economically disadvantaged and migrant students.

For each grade and subject tested (English, mathematics and science), information must be provided on the percentage of students tested, disaggregated by the required subgroups. The Kentucky State Report Card also includes information on the Social Studies and On-Demand Writing components of the Kentucky Core Content Test, since these are required by Kentucky statute.

Information must be provided comparing the actual achievement levels and the state’s annual objectives in reading and mathematics for the major racial and ethnic groups, students with disabilities, students with limited English proficiency and students considered economically disadvantaged. Information must also be provided on the "other" academic indicators used by the state in AYP determination.

States are required to supply data on the qualifications of teachers in their schools. In addition to the professional qualifications, certification and experience of the school and district's teachers, information is provided on the percentage of core subject classes that are not taught by highly qualified teachers.

Finally, the state is required to report the performance of students on the National Assessment of Education Progress. This information is reported at the state level only.
